The Position of the DOT on the Procurement of Army Canteens for the Armed Forces of Ukraine
 

The State Operator For Non-Lethal Acquisition is an agency that provides the Armed Forces of Ukraine with food, clothing, ammunition, and fuel and lubricants.

DOT procures goods in accordance with technical specifications (product descriptions) formulated by the Main Directorate of Development and Support of Material Supply of the Armed Forces of Ukraine (MDDSMZ). Every supplier intending to supply products to the Armed Forces of Ukraine must obtain a certificate of compliance with the technical specifications from MDDSMZ. Without this document, DOT does not sign a contract, even if the participant has offered the lowest price.

Such a situation occurred during DOT's procurement of army canteens. Twice, a Ukrainian manufacturer won the auction, and twice the procurement results were canceled due to the company's failure to obtain the MDDSMZ certificate of compliance. It is important to note that DOT deliberately allocated 2 months between the first and second procurements to allow the Ukrainian manufacturer to obtain this certificate and be contracted. However, the document was not issued.

The State Operator For Non-Lethal Acquisition is focused on involving as many Ukrainian manufacturers as possible in supplying the Armed Forces of Ukraine. To this end, DOT structures its procurement strategy accordingly, conducts market consultations to explain the supply system, and distributes the procurement volume into lots that are manageable for a larger number of Ukrainian companies. DOT also communicates with suppliers to ensure that the process of obtaining compliance certificates is as transparent and understandable as possible.

At the same time, we only contract with suppliers who provide us with the entire list of necessary documents as required by law. Otherwise, DOT directly violates the requirements, even if the price might be advantageous for the state.

Understanding the gaps in the system, DOT regularly provides MDDSMZ with proposals for improvements and corrections in the technical specifications.
