The results of the work of the State Operator For Non-Lethal Acquisition (DOT) have been recognized as a successful case of implementing competitive and transparent procedures in defence procurement. This was one of the requirements of the State Anti-Corruption Program (SAP).

The NGO StateWatch analysed the interim results of the implementation of the SAP in the defence sector and noted that thanks to the DOT, procurement has become more transparent. Now, 90% of non-lethal procurements are conducted through the Prozorro platform. At the same time, all security requirements have been maintained.

"The secrecy of defence procurement has been reduced to a reasonable level according to wartime conditions. It is necessary to find a balance between transparency and state security," said Denis Hartwig, Deputy Head of StateWatch.

Experts from the analytical centre reported this during the presentation of the interim stages of SAP implementation at the National Agency on Corruption Prevention (NACP).

The event was also attended by representatives of the Ministry of Defence of Ukraine, the Ministry for Strategic Industries, and public organizations.

"It is important for us that the public has recognized the work of the DOT. StateWatch highlighted the positive dynamics in defence procurement after the agency's establishment. Thanks to us, the number of non-lethal procurements through Prozorro has increased to 90%," commented Dmytro Bigunets, Director of the Risk and Compliance Department of the DOT.

The event was part of the support program by the Special Advisor on Defence from the British Embassy in Ukraine, implemented by the EDGE Foundation and StateWatch.
