The state logistics operator will announce procurements across all areas for 2025 by the end of December. This has been made possible through the coordinated efforts within the program committees, which include representatives from the State Logistics Operator (SLO), the Ministry of Defense of Ukraine (MOD), and the Armed Forces of Ukraine (AFU). Early planning and preparation will ensure uninterrupted supplies of food, clothing, equipment, and fuel for military personnel throughout the year. For suppliers, this will allow them to plan and organize production processes more efficiently.
"Advance procurement announcements for 2025 are an important step in effective planning that helps ensure the Ukrainian Armed Forces are fully equipped. This approach allows suppliers to prepare in time to participate in tenders and promotes transparency in the procurement process. By focusing on proactive planning, we aim to enhance the level of supply, mitigate the risk of delivery disruptions, and ensure the efficient use of state resources," emphasized Ukraine's Deputy Defense Minister Dmytro Klimenkov.
“Annual procurement planning has been a challenge for us. This is one of the main goals we set in our first year of operation. We achieved this through the joint efforts of the SLO, the Ministry of Defense of Ukraine, and structures within the Armed Forces of Ukraine. This synergy has allowed us to make significant improvements in ensuring uninterrupted and timely supply for the military. I am convinced that this will benefit both suppliers, who will be able to better plan their operations and production capacity, and the Armed Forces, who will be able to focus on their core mission,” said Arsen Zhumadilov, CEO of the SLO.
To improve collaboration with potential suppliers and manufacturers, the SLO, together with the Main Directorate for Development of Material Provision, held a presentation on next year’s clothing and equipment procurement plans. The market was informed of changes to contracting conditions and qualification requirements.
Additionally, the SLO will conduct training for suppliers on document preparation for procurement participation, specifically for clothing and equipment.
In the area of food supply for 2025, several changes are planned. In particular, a pilot project for a new supply model is planned for five regions, involving direct participation of manufacturers. In addition, quality control will be strengthened by reviewing product energy value requirements, and the State Service of Ukraine on Food Safety and Consumer Protection will be involved in planned and unplanned inspections of manufacturers and suppliers. Digitalization of processes will also continue; for instance, DOT-Chain will include creation and processing of contract violation reports. Automated control of delivered quantities will be introduced for canned products.
Additionally, in the food supply area for 2025, the SLO plans to approve and purchase new inclusive field rations that will meet the ethical, medical, and religious needs of the military. Technical specifications for halal rations have already been approved, while technical requirements for kosher and vegan options are under development.
In the area of fuel and lubricants for 2025, the SLO will procure an expanded range of items, some of which, according to NATO codification, will be purchased for the first time. This applies to greases, oils, and speciality fluids.
