The State Operator for Non-Lethal Acquisition (DOT) has initiated food procurement for the Armed Forces of Ukraine (AFU) for the first half of 2025. As of today, two procurement procedures have already been announced, totaling over 20 billion UAH. The expected cost of one food package is 154.98 UAH, which is 11% higher than the expected cost declared for the second half of 2024 (139.38 UAH per package).
The methodology for determining the expected cost is based on two main sources of information:
- Current market assessment through the collection of commercial offers from market operators;
- The actual cost of the package this year, indexed to the projected inflation rate according to the 2025 budget declaration.
The defined amount ensures the provision of high-quality food products, taking into account calorie content, variety, and the direct needs of service members.
"Quality formation of the expected package cost is a well-founded and transparent investment in the system's future ability to continuously provide food supplies for the military. Public procurement for non-lethal needs must meet modern challenges and standards while addressing society's demand for transparency," stated Halyna Litosh, Director of the DOT Food Program.
