In six months of operation, DOT has contracted 87% of the annual demand
 

During the first half of 2025, DOT ensured the contracting of 87% of annual demand for logistics goods. This result was made possible by expanding competition in tenders, systematic work with manufacturers and suppliers, as well as the introduction of effective anti-corruption tools. The first six months of the year were also marked by the launch of new supply models and initiatives aimed at increasing transparency and efficiency of procurement.

Food

One of the key innovations was the implementation of an updated food supply model in the city of Kyiv and the Kyiv region. For almost half a year, the military in this region received products that had undergone preliminary quality control at distribution centers. Another element of transparency was pricing — manufacturers were selected through signal bidding, which reduced the risks of unreasonable prices.

Within the entire country, in the food sector, which includes the supply of food, catering services, dry goods and tableware, DOT has actually shipped more than 46% of the proven annual need. Savings on purchases amounted to more than 2.5 billion UAH.

Material property

In the first half of the year, DOT first announced a tender for the supply of adaptive clothing, which will be included in the so-called "wounded package". During the year, purchases of other components of the package are also planned - in particular, hygiene kits. These packages are intended for servicemen undergoing treatment in hospitals, stabilization centers and civilian hospitals. The funds saved on this program are directed to the implementation of this initiative. In general, in the field of material support, almost 53% was delivered to the Armed Forces of Ukraine. Over 1.7 billion UAH were saved.

Fuel and lubricants

In the field of fuel supply, one of the effective anti-corruption tools was the introduction of colored diesel fuel. Thanks to this mechanism, law enforcement agencies were able to identify and document cases of abuse — in particular, organized schemes for the alienation and sale of fuel. As a result, a number of criminal proceedings were opened regarding the theft of military property.

According to the results of the first half of the year, under the fuel and lubricants program, DOT fulfilled the need by more than 82%. In total, more than 1.1 billion UAH was saved.

DOT continues to implement systemic solutions that improve the quality of supply and ensure the rational use of budget funds.
