DOT will collaborate with the NACP to enhance anti-corruption measures in procurement according to NATO standards

The State Operator For Non-Lethal Acquisition will cooperate with the National Agency for the Prevention of Corruption (NACP) to identify potential corruption risks during non-lethal procurements for the Armed Forces of Ukraine (AFU).

This was agreed upon during the inaugural meeting for conducting a strategic review of the defense procurement system, initiated by NATO.

“A professional assessment of corruption risks during the procurement process serves as a kind of roadmap for us. This analysis acts as an indicator of where the system needs to be patched up to avoid any corrupt practices. Based on the analysis results, we will be able to improve our anti-corruption mechanisms in line with NATO standards,” said DOT’s Director of Risk Management and Compliance, Dmytro Bigunets.

The meeting was also attended by members of the Verkhovna Rada Committee on National Security, Defense and Intelligence, representatives of the Ministry of Defense of Ukraine (MoD), and the MoD Public Council.

“This is the first stage of a comprehensive analysis of corruption risks in the field of defense procurement. Such an analysis will allow us to develop recommendations aimed at ensuring the transparency of defense procurements and their compliance with NATO standards,” said NACP Deputy Head Yaroslav Liubchenko.

The event was supported by the Centre for Integrity in the Defence Sector under the Ministry of Defence of Norway (CIDS).
