The State Operator For Non-Lethal Acquisition ranked 1st on Prozorro for procurement competitiveness
 

In December of last year, the State Operator For Non-Lethal Acquisition announced its first public procurement on Prozorro. To date, more than 300 tenders have been published by the agency in the system. According to the latest analytical data from the platform, DOT has become the top purchaser in terms of procurement competitiveness.

Specifically, DOT conducted the most competitive procurements for supplies among all purchasers – over 99% (the average on Prozorro is 6.19%). DOT also ranked first in competitive procurement of fuel and lubricants (POL), with a rate of 92.5%, five times higher than the platform average.

Moreover, the average number of participants in DOT's supply and POL procurements is about twice as high as the overall figure on Prozorro.

"At the start of DOT's operations, many processes had to be launched in accelerated mode, as the supply for the AFU must be continuous. Our team had to conduct procurements for some categories of goods three times faster. However, even under such a regime, adhering to the principles of transparency and fair competition remained the top priority. Therefore, leading positions in Prozorro ratings confirm that the procurement reform is working," said Victoria Vynogradova, Director of Procurement Management.

Overall, since the announcement of tenders on Prozorro, the State Operator For Non-Lethal Acquisition has achieved over 78% successful completions of supply procurements and 85% for fuel and lubricants.
