The State Operator for Non-Lethal Acquisition Announces Food Procurement for the Armed Forces of Ukraine for the First Half of 2025
The State Operator for Non-Lethal Acquisition (DOT) has announced food procurement tenders for the Armed Forces of Ukraine for the first half of 2025, with an expected total value exceeding 20 billion UAH.
“Providing proper nutrition for our military is not just a matter of health and comfort; it is a critical factor directly impacting the morale and combat efficiency of our defenders. We must ensure that servicemen and women receive high-quality and diverse meals by improving food quality and adopting modern standards and technologies. We continue to enhance all aspects of logistical support so that the army has everything it needs to effectively fulfill its combat missions,” stated Dmytro Klymenkov, Deputy Minister of Defense of Ukraine.
Current Model: First Stage of Procurement
The first stage of procurement is being conducted under the current model, where suppliers independently select manufacturers for the goods delivered to the Armed Forces of Ukraine. However, to improve product quality and strengthen control processes, the new contract introduces several changes, including detailed product descriptions, expanded audit and inspection scope, updated transportation requirements, revised penalty provisions, and more.
Pilot Model: Second Stage of Procurement
The second stage will involve tenders under a new pilot procurement model introduced in September 2024. This week, framework agreements were announced for signal tenders focusing on specific product categories such as vegetables, fruits, sausages, meat, dairy products, and fish. These categories were chosen due to their need for increased attention to quality. The pilot project will run alongside the current model in 2025 across five regions: Kyiv, Vinnytsia, Zhytomyr, Cherkasy, and Kirovohrad.
DOT is currently selecting contractors for further qualification and conducting the signal tenders, scheduled for mid-December.
“We are launching this year’s procurements in advance, starting in November, to ensure a continuous supply chain for our military personnel. The current logistical model is well-established, familiar, and straightforward for market participants, so it will primarily remain in regions near the front lines. At the same time, the ‘pilot’ offers several advantages, enabling enhanced quality control and direct engagement with manufacturers,” noted Halyna Litosh, Director of the DOT Nutrition Program.
