DOT for the first time applies framework agreements for defense procurement
 

The State Operator For Non-Lethal Acquisition invites potential suppliers of fuel and lubricants to submit their applications to participate in the qualification selection for a framework agreement.

Framework agreements allow for expediting the procurement procedure in case of urgent needs to supply fuel and lubricants to the Armed Forces of Ukraine. Through this mechanism, pre-qualified participants can promptly enter contracts with the State Logistics Agency, thereby speeding up delivery.

Specifically, framework agreements consider security issues and ensure a sufficient level of transparency. Therefore, for security reasons, information regarding the place and timing of deliveries will not be disclosed within framework agreements.

Documents submitted by participants in framework agreements as part of their applications are not published in Prozorro. However, the State Logistics Agency is visible as the client to the Antimonopoly Committee of Ukraine, the State Audit Service, and law enforcement agencies upon request.

During the contract execution phase resulting from tenders or requests for proposals, the State Operator For Non-Lethal Acquisition uploads such contracts publicly to Prozorro, but the contract itself with its appendices will be publicly disclosed after the end of the state of war.

The deadline for submitting applications to participate in the qualification selection of candidates for a framework agreement is July 4th by 17:00. (If a candidate fails to submit an application within the specified period in the announcement, such an application may be submitted during the validity period of the framework agreement, taking into account the requirements of point 63 of Special Provisions No. 1275).

Please note that, according to current legislation, information frameworks with limited or temporarily limited access can only be used by the State Operator For Non-Lethal Acquisition, the Defense Procurement Agency, and the State Special Communications Service.
