The State Operator For Non-Lethal Acquisition (DOT) is a state agency that fulfills the needs of the Ukrainian Armed Forces.

Guided by the principles of integrity and human-centricity, we supply food, clothing, fuel and oil to meet military needs.

We believe that supplying the army should not only be marketable but also honorable. Our task is to develop an appropriate supplier relationship system, enhancing the value of every hryvnia invested from the state budget.

Our ambitious goal is to become a driver in developing the supply system to NATO standards for the Armed Forces of Ukraine.

    Andriy specializes in operational management, the development of procurement strategies, construction, reorganization, and enhancement of supply chain efficiency, as well as the establishment of effective business processes.

    Prior to DOT, he held positions as an operations director, and director of logistics, procurement, and supply chain management in manufacturing and trading companies.

    He has multiple higher education degrees. He received a technical degree from Taras Shevchenko National University of Kyiv and a Master of Business Administration from Kyiv National Economic University. He also obtained an international CSCMP SCPro™ Fundamentals Certification, focusing on 'Supply Chain Management Principles' which covers the general principles and standards of supply chain management.

    Mykyta has over seven years of experience in public procurement and has been involved in the implementation of the SAP Ariba system.

    He worked at the Antimonopoly Committee of Ukraine, and held the positions of Deputy Head of Public Procurement at State Enterprise “Medical Procurement of Ukraine” and Head of Procurement at DOT.

    He holds a master's degree in law (Taras Shevchenko National University of Kyiv) and finance (Kyiv National Economic University named after Vadym Hetman). Mykyta also has international certification in public procurement (Bundes Beschaffung Austria & WU Vienna), and completed the Procurement Manager programme at the Kyiv School of Economics.

    Coordinates functional units to achieve programme objectives for the supply of fuels and lubricants to the Armed Forces of Ukraine.

    Maryna has over 13 years of practical experience, more than 7 years of experience in procurement both under Ukrainian law and in accordance with the principles and policies of international financial institutions (EIB, EBRD, EC, ADB, USAID). And more than 2 years of project management.

    She has a degree in finance and has received a CIPS certificate.

    He leads the risk management direction, ensuring integrity and the implementation of compliance procedures.

    He has significant experience in developing anti-corruption systems in the public sector and implementing the best international practices in anti-corruption compliance.

    For the last four years, he has held the position of Deputy General Director for Anti-Corruption Work and Compliance at the State Enterprise 'Medical Procurements of Ukraine'.

    Holds a Master's degree in Law, which he obtained from the Yaroslav Mudryi National Law University in 2014.

    Has completed training at the Kyiv-Mohyla Business School in 'Project Management', specialized training at the Academy of Financial Monitoring in 'Anti-Money Laundering', and at the National Academy of Public Administration under the President of Ukraine in 'Prevention of Corruption in the Public Sector'.
