For the first time in Ukraine’s defence and security sector, the State Operator for Non-Lethal Acquisition (DOT) has been awarded ISO 37001:2016 certification, the internationally recognized standard for anti-corruption management systems.
The certification, issued following an independent audit by Canadian firm MSECB, confirms that DOT has established an effective framework for preventing and addressing corruption in full alignment with global best practices.
“All major defence companies around the world, including Boeing, Lockheed Martin and Airbus, operate under this standard. That is why organizations that adopt it face minimal risk of corruption. The system includes effective safeguards against abuse and provides oversight at every stage of the procurement process,” said Dmytro Bihunets, Director of Risk Management and Compliance at DOT.
Canadian auditors assessed the effectiveness, reliability, and suitability of DOT’s anti-corruption infrastructure and compliance safeguards. Their review covered several key areas, including:

due diligence procedures for vetting business partners;

management of conflicts of interest;

integrity screening of candidates and employees;

evaluation and mitigation of corruption risks;

whistleblower protection policies;

internal audits and regular performance reviews conducted by senior leadership.
Obtaining ISO 37001:2016 certification is a prerequisite for working with international partners who require formal proof of an effective compliance system before entering into cooperation.
For Ukraine, this certification carries an additional strategic value. It strengthens the trust of international partners involved in military-technical assistance and paves the way for deeper cooperation in the field of logistics support.
DOT has now been officially listed in the global ISO registry of certified organizations, which tracks the adoption of international standards across countries. In Ukraine, only eight organizations currently hold ISO 37001:2016 certification.
