The first stage of the updated food supply model for the Armed Forces of Ukraine has been completed in Kyiv region: 93% of producers are ready to continue cooperation
 

The State Operator For Non-Lethal Acquisition has completed the first stage of implementing an updated model for providing food for the military in Kyiv and Kyiv region. During the first half of 2025, the new system provided meals for military personnel in the region, testing approaches that strengthened quality control and ensured transparent pricing.

Key results of the pilot:

  • Trilateral agreements were signed between the DOT, the «UT Company» logistics operator and the producers. 164 producers were qualified for signal bidding.
  • An average of 500 tonnes of products were delivered to distribution centres on a weekly basis.
  • The total volume of supplies for the project period was 5.56 million kg of products.
  • At the beginning of the project, the percentage of returns due to quality discrepancies exceeded 11%, but gradually decreased due to increased control.
  • According to the survey, 93% of the involved producers confirmed their readiness to continue cooperation in the updated format.

The model introduced mandatory incoming control at the logistics operator's warehouses, with the involvement of DOT representatives. This made it possible to quickly identify problematic batches and ensure that supplies met the established standards.

A survey of servicemen who were provided with meals under the new model is currently underway. According to preliminary results, more than half of the respondents noted an improvement in the quality of food during the first half of the year. In particular, the survey participants reported an increase in the quality of food, better taste and more regular deliveries. DOT will accept responses until 15 July.

Halyna Litosh, Director of the DOT Nutrition Programme: "For the first time, the military received food under the new supply model. It has given us the opportunity not only to supply better products to the military, but also revealed strategic challenges. To improve the quality, we need more operational capacity of all participants. But the result is clear: effective cooperation with the market has shown that scaling this model is both necessary and possible."
