DOT continues open communication with market representatives. Today, another meeting was held, during which problematic issues affecting the procurement of property for military personnel were discussed.
Previously, DOT had already announced the procurement of individual product items for additional needs. Not all procedures were successful on the first attempt, but thanks to an open dialogue with manufacturers, some of the items were purchased. At the same time, there are still items that market participants have not yet reached - in particular, these are wind- and water-resistant jackets and trousers.
As the Armed Forces of Ukraine still need these items, DOT initiated a meeting with representatives of production associations, Public Anti-Corruption Council, Supervisory Board of DOT, MPs from the relevant committees and representatives of the Ministry of Defence of Ukraine. The participants discussed the reasons that, according to manufacturers, affect the cost of products and form barriers to participation in procurement.
In order to speed up procurement procedures, minimize price manipulations, and ensure timely supplies to the Armed Forces of Ukraine, the DOT has proposed several options for resolving the situation.
At this point, we are expecting generalized information in percentage terms on the impact of each additional cost item that distinguishes DOT purchases from purchases by other state customers.
It was also agreed to create a working group with the participation of market representatives, which will become a permanent platform for further communication. Among the operational solutions are receiving proposals from manufacturers and analyzing them regarding the technical specifications of the goods, as well as receiving specific proposals regarding the supply process, labeling, and packaging of products.
For the upcoming procurement cycle:
- Ordering an independent examination of the cost of products, which will be conducted in specialized expert institutions under the terms stipulated in the contracts.
- Implementation of a transparent pricing mechanism - in the event of a further lack of real competition in bidding for individual items, the possibility of using a pricing model based on confirmed cost with a fixed margin is being considered.
This approach will allow achieving a balance of interests between the state and business: on the one hand, to ensure control over the effective use of budget funds, and on the other, to guarantee national producers predictable conditions for participation in government procurement.
