The State Operator For Non-Lethal Acquisition has reported on its activities, summarizing the first year of operations and highlighting key achievements. Over the past year, the DOT team has signed 719 contracts worth a total of UAH 74.6 billion, providing the military with food, equipment, and fuel.
The State Operator For Non-Lethal Acquisition began operations on December 1, 2023. By January 2024, the agency had already started supplying the Armed Forces of Ukraine (AFU) with clothing, gear, and fuel, and from April 1, it took on food supply. Despite the lack of market data, supplier information, or previous procurement volumes, the team built supply processes from scratch, assembled a professional workforce, opened the market to new suppliers, and ensured maximum transparency in procurement.
Cost Savings and Budget Efficiency Modern procurement approaches implemented by The State Operator For Non-Lethal Acquisition saved the state budget UAH 16.3 billion, which was redirected to additional needs of the Armed Forces of Ukraine.

Transparency and Anti-Corruption Policy
One of The State Operator For Non-Lethal Acquisition’s key priorities is building a system that eliminates corruption risks. Anti-corruption mechanisms are embedded in all DOT processes, including internal team interactions and engagements with external stakeholders. The agency operates under an approved Anti-Corruption Program for 2023-2025, with a three-tier control system implemented in 2024.
