With the saved 17 billion UAH in 2024, the Ministry of Defense additionally purchased rations, fuel, and personal protective equipment.
 

The State Operator for Non-Lethal Acquisition in 2024 placed procurement bids for essential goods for the Armed Forces of Ukraine (AFU) totaling 92 billion UAH. Through open tenders, these goods were purchased for 75 billion UAH, resulting in savings of 17 billion UAH. Effective financial management allowed the provision of additional resources to meet the needs of Ukrainian servicemen.

The saved funds were allocated to:

  • Purchasing additional fuel, lubricants, and liquids;
  • Centralized procurement of fuel vouchers – a first in history;
  • Daily field ration packs;
  • Protective equipment for military personnel (body armor and helmets).

“Saving is not an end in itself but a result that allows us to direct additional resources towards strengthening the country's defense capabilities. For the Ministry of Defense, it is crucial to use the budget effectively. These funds must work for the Armed Forces of Ukraine. That is why, together with the State Operator for Non-Lethal Acquisition, we allocate the saved funds to the urgent needs of our military,” emphasized Deputy Minister of Defense of Ukraine, Dmytro Klimenkov.

These results demonstrate the effectiveness of procurement reforms and the prioritization of addressing the immediate needs of the Ukrainian army.

“Every hryvnia saved is a step toward more efficient support for our military. Savings are possible only by adhering to the highest anti-corruption standards at every stage of operations,” noted Arsen Zhumadilov, Director General of the State Operator for Non-Lethal Acquisition.
