The State Operator for Non-Lethal Acquisition (DOT) has launched a new Program Committee format—regular meetings designed to enhance coordination and improve the provision of supplies to the Armed Forces of Ukraine (AFU). This initiative aims to align with military personnel's needs, NATO standards, and military leadership's strategic goals.
Who Participates in the Program Committees?
Key stakeholders in the military supply chain participate in the Program Committees:

Ministry of Defence of Ukraine — responsible for policymaking in this field;

DOT — the primary purchaser and executor of procurement decisions;

Armed Forces of Ukraine — the primary beneficiary and recipient of resources.
The Program Committees create a coordination mechanism that promotes swift implementation of solutions and improves efficiency in supporting military personnel. The first achievement under this system will be the signing of DOT supply contracts for 2025 within this year, ensuring uninterrupted delivery and better preparedness for the challenges of the coming year. This format has proven successful in Scandinavian countries and the United Kingdom.
Last week, the first Program Committee meeting took place. It focused on fuel and clothing supplies. Participants discussed current challenges, military needs, and potential solutions.
“Our main goal is to create an integrated supply system that meets military needs at all levels, from personnel to strategic planning. The Program Committees enable all key participants to combine efforts, ensuring transparency and agility in decision-making,” – said DOT CEO Arsen Zhumadilov.
The launch of the Program Committees is part of DOT's strategy and marks the start of NATO's recommendations for DOT’s involvement in the AFU's needs assessment process. These meetings will now be held regularly to ensure the continuous development of supply provision and alignment with the modern challenges and requirements faced by the AFU.
