The process of establishing an independent Supervisory Board of the State Logistics Operator has commenced.
 

DOT and the public organization "Foundation for Governance and Economic Development Expertise" (EDGE) have signed a Memorandum of Cooperation to search for and select candidates for the Supervisory Board. 

Currently, DOT has announced through the Prozorro system the collection of commercial proposals for recruiting services, which will be handed over to EDGE for selecting the winner and signing the contract. The final deadline for submitting proposals is March 22, 2024.   

The Supervisory Board will consist of 5 members: three independent members and two representatives of the state.   

"The establishment of the Supervisory Board is a step towards ensuring transparency and accountability. This is particularly important for logistics procurement to further enhance the efficient use of budgetary funds," noted Deputy Minister of Defense of Ukraine Dmytro Klimenkov.   

"The creation of the Supervisory Board is an effective practice in implementing the principles of corporate governance in the public sector, ensuring successful management and maintaining high standards of transparency and accountability, which DOT implements," stated DOT Director General Arsen Zhumadilov.   

The procurement of recruiting services will be funded by a donor (the program funds to support the Special Advisor on Defense Issues of the Embassy of Great Britain in Kyiv, funded by the British government).   

The procurement announced under the Memorandum of Cooperation between the State Logistics Operator and the public organization "Foundation for Governance and Economic Development Expertise" will be limited to the announcement and submission of proposals. The "Foundation for Governance and Economic Development Expertise" will act as the customer for these services, select the recruiting company, and conclude a contract with it outside the electronic procurement system. Therefore, the State Logistics Operator will not directly enter into a contract with the recruiting company. The simplified procurement process will be completed after the end of the proposal submission period.
