The Ministry of Defense of Ukraine has approved the procedure for cooperation with the State Operator of Logistics (DOT) regarding the implementation of defense procurements.
The document outlines how DOT conducts defense procurements and enters into state contracts for the purchase of goods, works, and services under the respective budget programs in the defense sector.
DOT receives procurement needs for the Armed Forces of Ukraine from the Ministry of Defense. The operator is authorized to provide proposals to those responsible for the formation and implementation of the budget program regarding necessary expenditures.
DOT conducts preliminary market consultations before making purchases. This is not considered the participation of market representatives in preparing tender documentation.
The cooperation order defines the reporting stages of the State Logistics Operator. Through the Department of Procurement Policy of the Ministry of Defense of Ukraine, DOT submits:
- Weekly reports on the progress of procurements, concluded state contracts, and the status of commitments made.
- Annually by December 1, a report on the results of its activities.
- Reports on the progress of procurements and concluded state contracts, as well as the shipment of goods, execution of works, and provision of services annually and monthly to the entity responsible for the formation and implementation of the budget program and to the managing body under which functional management falls.
